On July 19 and 20 the meeting of the Ministry of Strategic Industries of Ukraine, devoted to “KEY ISSUES OF SHIPBUILDING DEVELOPMENT”, with the participation of the Head of the Department of Digital Infrastructure Development at Enterprises I. Lysytskyi, Deputy Head of the Mykolaiv Regional State Administration on Digital Development, Digital Transformations and Digitization R. Pashnev, representatives of the Mykolaiv shipbuilding plants (SP Ocean, SP Nibulon), Mykolaiv and Kyiv engineering companies (MDEM, C-Job Nikolayev, AMIK, Kliver), representatives of Ukroboronprom and Admiral Makarov National University of Shipbuilding, the National Academy of Sciences of Ukraine, as well as other participants of the UMC. The meeting was held on the basis of MDEM and organized in collaboration of UMC and the the Ministry of Strategprom.
Roman Pashnev opened meeting, emphasizing an importance of digital transformation for shipbuilding as a kernel of industry formation which is key for the Mykolaiv region in particular, and the south of Ukraine as a whole. Then Ihor Lysytskyi took the floor on the main issues of the agenda. In the course of his speech, he announced the creation of an electronic register of participants in the selection and executors of state contracts (agreements) in a test mode, as the beginning of the digital transformation of the industry.
The delegation of the National Academy of Sciences of Ukraine (NAN), which participated in the development of entry form into the Register, provided comments and was criticized according to the content of forms from the participants of the meeting. Inclusion in the Register is a necessary condition not only for enterprises of the military subcluster of the UMC, but also for all enterprises, which are ready to receive a defense order in the future.
The meeting also raised issues of industrial policy in shipbuilding as part of the Industrial Policy Strategy of Ukraine 2030. A joint decision was made to prepare a package of proposals for the creation of regulations in the field of taxation, state guarantees, implementation of the law on shipbuilding support, etc. for the Ministry of Strategy and Industry with further discussion at the level of relevant ministries and departments.
In view of digital transformation, the discussion covered the basic issues of digital transformation standards localization on the basis of European practices, PLM systems strategy of implementation, creation of DIH (Digital Innovation Hub) on the basis of NUOS and others. Olena Zhukova, as the executive director of UMC, noted that important KPIs for digitalization of shipbuilding and implementation of PLM systems should be the effect of implementation and pilot projects on the basis of Mykolaiv enterprises. Special attention was paid to the digital intellectual economy and participation in its formation of the maritime community of Ukraine. Representatives of the Admiral Makarov National University of Shipbuilding discussed the importance and ways of intellectual capital formation for the development of shipbuilding industry of the country.
An important part of the meeting was the discussion of collective participation in the exhibition Odessa 2021 of the cluster participants with the support of the the Ministry of Strategprom. It will be the first experience of a joint exhibition with the Ministry, including prospect of continuing at the exhibition in Rotterdam and other leading exhibitions, dedicated to the maritime industry.
