On 27 March 2026, a Memorandum of Cooperation was signed between the Ministry for Development of Communities and Territories of Ukraine, the Ukrainian Maritime Cluster, and the Shipbuilders Association “Ukrsudprom” to advance the development of shipbuilding, maritime and inland water transport, ports, and related high-tech industries.
The Memorandum aims to consolidate efforts to initiate and implement joint projects, including international initiatives, and to strengthen international cooperation. It also provides for the development of joint scientific, technical, infrastructural, research, and academic programmes in the fields of maritime and inland water transport, port infrastructure, shipbuilding, innovation, and other areas of mutual interest.
These activities will be aligned with international policies on sustainable development, climate neutrality, industrial policy, digital transformation, Blue Economy standards, and the enhancement of national maritime security.
“Shipbuilding is a strategic sector for the economy and, together with a developed port industry, is a key pillar of national security and economic independence. Ukraine has always had a strong and well-developed shipbuilding industry. The signed Memorandum establishes a foundation for systematic cooperation between the state and the expert community, attracting investment and implementing modern technologies in line with European and global approaches,” said Deputy Minister Andrii Kashuba.
The parties also agreed that joint projects should comply with international approaches to sustainable development, climate neutrality, digital transformation, the principles of the Blue Economy, and contribute to strengthening Ukraine’s maritime security.
