On September 20-21, 2023, the XIV International Scientific and Technical Conference “Innovations in Shipbuilding and Ocean Engineering” was held. The conference is a long-standing tradition for scientists of the university and colleagues from other cities of Ukraine, countries of the world, and a great opportunity to share the results of recent research, expand the circle of scientific interests, learn about the latest industry trends, and engage in discussions on current issues. The event was held in an online format, which made it possible to attract a large number of participants.
The purpose of the conference was to determine the priority tasks for the development of shipbuilding and the maritime transport complex, to discuss innovative scientific and technical developments in shipbuilding and ocean engineering, and to find ways to attract investments in the development of domestic shipbuilding.
During the conference, a round table session was held on the topic “The role of the interaction of shipbuilding education, science and maritime business in the post-war restoration of Ukraine as a maritime state.” Serhii Gurskyi, general director of the SE Classification Society Shipping Register of Ukraine, member of the Supervisory Board of the Ukrainian Maritime Cluster, participated as part of the organizing committee.
– “Significant development of the Register of Shipping of Ukraine is possible only under the conditions of the development of the shipbuilding industry”, Sergiy Gurskyi said.
Members of the PU “Ukrainian Maritime Cluster” took part in the conference and prepared the following theses, which we offer you for perusal:
FORMATION OF STRATEGY SHIPBUILDING DEVELOPMENT IN UKRAINE
Lysytskyi Igor, member of the SB Ukrainian Marine Cluster
Slobodyan Serhii, Admiral Makarov National University of Shipbuilding
Kharytonov Yuriy, Admiral Makarov National University of Shipbuilding, member of the SB Ukrainian Marine Cluster
Abstract. The task of increasing the contribution of the shipbuilding industry of Ukraine to the growth of gross domestic product requires its radical transformation. The main problematic issues that hinder the development of a strategy for the development of shipbuilding in Ukraine are considered. Key directions and conditions that will become the basis of its strategy in the future have been identified.
ECONOMIC RELATIONS BETWEEN THE STATE AND SHIPYARDS: THE SEARCH FOR CONSENSUS
Zhukova Оlena Candidate of Sciences (Economics), Associate Professor of the Department of Intellectual, Digital Economy, Admiral Makarov National University of Shipbuilding, Executive director of the Ukrainian Maritime Cluster, eyzhukova@gmail.com
Parsyak Volodymyr Doctor of science (Economics), Professor of the Department of Intellectual Digital Economy, Admiral Makarov National University of Shipbuilding, volodymyr_parsyak@nuos.edu.ua
Abstract. The report is dedicated to the search for relations between the state and shipbuilding enterprises of Ukraine, which would finally lead to an understanding between them and ensure a combination of efforts for the restoration of its status as a maritime state. Examples of relevant cooperation from foreign experience are offered.

Abstract. The uncertainty in the level measurement by polymetric systems was examined, focusing on the impact of baseline estimation techniques. A polynomial baseline model observed notable improvements in nonlinearity compared to the conventional method. The findings highlight baseline stability evaluation, baseline robustness study, and algorithm optimization as key research areas, especially for efficient real-time processing on constrained hardware.
DETERMINING THE IMPACT OF STAKEHOLDERS ON SHIPBUILDING 4.0 TECHNOLOGY PLATFORM PROJECTS
Yuriy M. Kharytonov, Professor, Director of the Educational and Research Maritime, Infrastructure Center, Admiral Makarov National University of Shipbuilding,
Tetiana A. Farionova, Director of the Educational and Research Computer Science and Project Management Institute, Admiral Makarov National University of Shipbuilding,
Serhii O. Slobodian, Vice-rector for scientific and pedagogical work, Admiral Makarov National University of Shipbuilding.
Abstract. In order to create an effective information system for managing the digitalisation processes of enterprises and organisations in the shipbuilding industry, a methodology for qualimetric ranking of stakeholders by the level of influence on digitalisation projects is proposed. In accordance with the main provisions of the theory of project stakeholder management, the information needs of project managers are identified.
